一、 主旨

２０２６年為花蓮國際石雕藝術季邁入第三十二周年，象徵臺灣公共雕塑與東部文化地景交織的重要里程碑。今年以「膚土之下：裂縫、痕跡與重生」為題，從石材的紋理、裂縫、斷層等自然肌理出發，延伸出一場關於感知與時間、身體與地景、創作與土地之間的對話。這些來自花蓮的石材，如同大地的皮膚，在風化與雕鑿之間，累積了來自自然與文明的雙重觸痕。裂縫與斷層固然是土地曾受創的印記，卻也是生命力重新萌發的起點。誠摯邀請藝術家跨越災害的沉重，將傷痕轉化為向光而生的力量，在作品中展現出療癒、包容、蛻變與生生不息的未來感，讓雕塑成為土地撫慰與希望的象徵，並與周邊環境、建築空間和諧相融。藉由本屆石雕創作營活動之舉行，期盼提供一個兼具在地情感與國際高度的石雕創作平台，在促進國際藝術文化交流的同時，更為臺灣現代石雕開啟跨域多元之全新視野。

二、 辦理單位

三、 報名期限

即日起至２０２６年７月２１日（二）中午１２時（以臺灣時間為憑），逾時或參賽文件不全者不予評審。

四、 參加資格

凡具獨立創作戶外大型石雕藝術工作者。

五、 創作媒材

以石雕為主體，可結合其他複合材料為輔。惟應符合戶外設置之安全性、結構穩定性及耐候性等要求，並考量長期設置之維護及環境耐受性。

六、 作品尺寸

得以單體一件或一組多件方式呈現，為確保視覺量體與地標性，作品高度或寬度需達２公尺以上。

七、 實施辦法

1. 公開徵選：正取９名，另備取２名。

2. 活動時間：２０２６年１０月２７日至１１月３０日，含文化交流、開閉幕、創作及休息日等共３５天。

3. 創作地點：花蓮縣文化局園區。

4. 創作方式：戶外現場創作，創作過程全程公開。

5. 工具設備：

   1. 個人自用工具由創作者自行準備。

   2. 現場創作使用之空氣壓縮機、水電、工作帳棚、工作桌椅、移動式燈具、鷹架、石材吊運設備，由主辦單位提供。

6. 石材由主辦單位提供，包括大理石、蛇紋石、奧羅拉、花崗石等，非以上石種恕不提供。提供之石塊以 2.5ｘ1.2ｘ1 公尺（３立方米）為限，如作品尺寸超過石塊尺寸，需以組合方式處理。

7. 若使用其他複合媒材，請藝術家自行準備、製作完成，該媒材之材料費補助新台幣1萬元為上限(核實支付)。

8. 作品歸屬：

   1. 創作者擁有著作人格權。

   2. 主辦單位擁有完成大型作品之所有權。

   3. 作品著作財產權授權主辦單位，擁有對作品進行攝影、錄影、出版、宣傳及數位化展示之權利，且不受地域、時間、次數之限制。

9. 創作者可攜伴１名（助手或眷屬）參加，活動期間主辦單位提供其飲食、住宿（雙人房），其往返交通相關費用請創作者自行負擔。

八、 徵件作業辦法

採二階段審查機制，分為初審及決審辦理。

1. 初審送件

   1. 採線上報名，請至「２０２６年花蓮國際石雕藝術季石雕創作營」報名網址：

   2. 檢附資料

      1. 基本資料。

      2. 作品設計草圖。

      3. 過去三件作品資料表。

      4. 切結書。

   3. 限採中文或英文繕打，資料不全者恕不受理。

   4. 上傳檔案格式: 圖檔每張不超過５MB，檔案格式為 jpg / jpeg / png 檔，不得為HEIC（iOS系統原生檔）/ bmp / svg / tiff 檔。

   5. 送件作品必須為最近２年的新作且未曾參賽之作品。

   6. 參賽作品須為個人之獨立創作，每人限參賽一件。

   7. 初審結果：參賽者提送報名資料，經書面審查擇優 １８名進入決審，２０２６年７月３１日前公布初選名單，並發函個別通知入選者。

2. 決審送件

   1. 通過初審進入決審者，於２０２６年８月２４日前寄送作品模型及設置計畫書至花蓮縣文化局視覺藝術科收（中華民國台灣９７０花蓮市文復路６號）。

   2. 模型作品最長邊不得超過４０公分，需等同於創作計畫之材質。

   3. 模型寄送前，請將模型各視角進行錄影，提供給執行單位。請自行負擔模型寄送之安全問題，主辦單位概不負責，模型寄送衍生之相關稅金及報關運費，亦由藝術家自行負擔處理。

   4. 作品設置計畫書，包含個人創作自述、作品設計圖、石材裁切、作品安裝規劃、創作進度表。

   5. 主辦單位提供模型材料費國內新台幣６萬元、國外新台幣８萬元整，其作品模型歸屬主辦單位。補助材料費將於主辦單位簽收作品模型後擇期統一辦理撥匯款。

   6. 評審委員現場進行評選，正取９名，另備取２名。如參賽作品未達評審委員之標準，得予不足額錄取或從缺。

3. 審查標準

   1. 初審評分項目：

      1. 創作主題與創意30％

      2. 作品設置可行性、結構安全與耐候性40％

      3. 過去大型雕塑創作經歷30％

   2. 決審評分項目：

      1. 創作理念與主題契合度20％

      2. 創作規劃合理性50％

      3. 模型完整度30％

九、 獎勵與酬勞

1. 經決審通過受邀請參加本創作營之藝術家，由主辦單位提供活動期間之食宿、國內外往返經濟艙機票、傷害保險等。

2. 石雕製作費新台幣２５萬元整，含自用工具耗材費新台幣１０萬元、現場施作費新台幣１５萬元，依照中華民國「所得稅法」、「各類所得扣繳率標準」及「二代健保補充保費」之相關規定扣繳。

3. 頒發獎狀１只、獎杯１座。

4. 因個人因素未能完成創作者，由主辦單位裁決，將取消資格並追回獎牌，工具耗材費、創作酬勞及創作活動所需之相關費用。

十、 其他

1. 參賽者於完成報名後，即視為同意遵循本簡章各項規定。

2. 依據公職人員利益衝突迴避法第１４條第２項規定，參賽者如為公職人員利益衝突迴避法第２條及第３條所稱公職人員或其關係人，請於報名時檢附「公職人員及關係人身分關係揭露表（事前揭露）」。

3. 主辦單位基於行政作業、徵件及展覽相關活動之需要，得依個人資料保護法及相關法規蒐集、處理或利用參賽者報名所提供之個人資料。

4. 主辦單位有規劃作品設置地點之權利，藝術家不得異議。

5. 如有未盡事宜，本簡章得由主辦單位修訂公布之。

Call for Entries

I Purpose

The 2026 Hualien International Stone Sculpture Festival marks its 32nd anniversary, representing an important milestone in the evolution of Taiwan's public sculpture and the cultural landscape of eastern Taiwan.

This year's theme, "Beneath the Skin of the Earth: Fissures, Traces, and Rebirth," draws inspiration from the veining, fissures, and fault lines of stone, exploring the relationship between perception and time, the body and the landscape, and artistic creation and the land.

Stone from Hualien is like the skin of the earth. Shaped by weathering and carving, it bears the imprints of both nature and civilization. Fissures and fault lines are not only reminders of the land's past wounds but also the starting point of renewal and resilience.

Artists are warmly invited to look beyond the weight of disaster and transform scars into a force that reaches toward the light. Through their works, they are encouraged to express healing, inclusiveness, transformation, and an enduring hope for the future, allowing sculpture to become a symbol of solace and hope for the land while harmoniously integrating with the surrounding landscape and built environment.

Through the Hualien International Stone Sculpture Symposium, the organizers aim to provide a platform for stone sculpture that embraces both local character and an international perspective. By promoting international artistic and cultural exchange, the Symposium also seeks to open new interdisciplinary and diverse possibilities for the future development of contemporary stone sculpture in Taiwan.

II Organizers

III Application Period

Applications are open from the date of announcement until 12:00 noon (Taiwan Time, GMT+8) on Tuesday, July 21, 2026.  Late applications or incomplete submissions will not be accepted for review.

IV Eligibility

Open to artists with independent experience in creating large-scale outdoor stone sculptures.

V Artistic Media

Stone must be the primary medium. Other materials may be incorporated as supplementary elements.

All works must meet the requirements for permanent outdoor installation, including public safety, structural stability, weather resistance, long-term durability, and ease of maintenance.

VI Artwork Dimensions

Entries may consist of either a single sculpture or a multi-piece installation.  To ensure sufficient visual presence and landmark quality, the completed work must measure at least 2 meters in height or width.

VII Implementation

1. Public Selection: Nine artists will be selected, along with two alternate artists.

2. Event Period: October 27 to November 30, 2026 (35 days), encompassing cultural exchange activities, opening and closing ceremonies, on-site creation, and scheduled rest days.

3. Creation Venue: Hualien County Cultural Affairs Bureau Campus.

4. Working Method: All artworks shall be created on site in an outdoor setting, and the entire creative process will be open to the public.

5. Tools and Equipment

   1. Artists are responsible for providing their own personal tools.

   2. The organizers will provide the following for on-site creation:

      Air compressors, Water and electricity, Work tents, Work tables and chairs, Portable lighting, Scaffolding, Stone lifting and handling equipment

6. Stone Materials

   The organizers will provide stone materials, including marble, serpentinite, Aurora, and granite. Stone types other than those listed above will not be provided.

   Each artist will be provided with the stone block(s) measuring up to 2.5 × 1.2 × 1.0 meters (3 cubic meters). If the proposed artwork exceeds the dimensions of a single stone block, it must be constructed as a multi-piece work.

7. Mixed Media:

   If other mixed media are used, artists are responsible for supplying and completing all such materials, and the organizers will reimburse material costs up to NT$10,000, based on actual expenses.

8. Artwork Ownership

   1. Artists retain the moral rights to their works.

   2. Ownership of the completed large-scale artworks belongs to the organizers.

   3. Artists grant the organizers the copyrights to the artworks, including the rights to photograph, film, publish, promote, and digitally display the pieces without limitation as to territory, duration, or frequency.

9. Accompanying Person:

   Each artist may be accompanied by one person (an assistant or family member). During the event, the organizers will provide meals and shared twin-room accommodation for both the artist and the accompanying person. The artist is responsible for all round-trip transportation expenses for both themselves and their accompanying person.

VIII Application Procedures

A two-stage review process will be conducted, consisting of a Preliminary Review and a Final Review.

1. Preliminary Review

   1. Applications must be submitted online through the 2026 Hualien International Stone Sculpture Symposium website: https://hualien-symposium.hlctw.com/

   2. Required Materials

      1. Personal information

      2. Artwork concept sketch

      3. Portfolio of three previous works

      4. Signed Declaration

   3. Application materials must be prepared in either Chinese or English, and incomplete applications will not be accepted.

   4. Upload file requirements: Each image file must not exceed 5 MB. Accepted file formats are JPG, JPEG, and PNG. HEIC (native iOS format), BMP, SVG, and TIFF files will not be accepted.

   5. The proposed artwork must be a new work created within the past two years and must not have been submitted to any previous competition.

   6. Each submission must be the applicant's original work, and each applicant may submit one artwork only.

   7. Preliminary Review Results: The Selection Committee will review the application materials and select up to 18 applicants to advance to the Final Review. The list of shortlisted applicants will be announced by July 31, 2026, and selected applicants will be notified individually by official written notice.

2. Final Review

   1. Applicants selected for the Final Review must submit a scale model and an Installation Proposal to the Visual Arts Division, Hualien County Cultural Affairs Bureau (No. 6, Wenfu Road, Hualien City 970, Taiwan (R.O.C.)) by August 24, 2026.

   2. The longest dimension of the scale model must not exceed 40 centimeters. The scale model must be produced using the same material proposed for the final artwork.

   3. Before shipping the scale model, applicants must provide the Event Management team with videos showing the model from all viewing angles. Applicants are responsible for ensuring the safe shipment of the scale model. The organizers assume no responsibility for any loss or damage during shipping. Any taxes, customs duties, customs clearance fees, and shipping costs arising from shipment of the scale model shall be borne by the applicant.

   4. The Installation Proposal shall include:

      1. Artist statement

      2. Artwork design drawings

      3. tone cutting plan

      4. Artwork installation plan

      5. Project schedule

   5. The organizers will provide a scale model production subsidy of NT$60,000 for applicants from Taiwan and NT$80,000 for international applicants. Ownership of all submitted scale models shall belong to the organizers. The subsidy will be disbursed after the organizers have received and accepted the scale model.

   6. The Selection Committee will conduct an on-site evaluation and select 9 artists and 2 alternate artists. If the submitted works do not meet the Selection Committee's standards, the Committee reserves the right to select fewer than nine artists or to make no selection.

3. Evaluation Criteria

   1. Preliminary Review

      1. Creativity and interpretation of the theme 30%

      2. Feasibility of the proposed installation, structural safety, and weather resistance 40%

      3. Previous experience in creating large-scale sculptures 30%

   2. Final Review

      1. Artistic concept and relevance to the theme 20%

      2. Feasibility and quality of the project plan 50%

      3. Completeness of the scale model 30%

IX Awards and Compensation

1. The organizers will cover accommodation costs, return economy-class tickets, and accident insurance for participating artists who pass the final review.

2. The NT$250,000 production cost provided by the organizers covers personal tool expenses of NT$100,000 and an on-site installation fee of NT$150,000, both of which are subject to withholding in accordance with the provisions of the Income Tax Act, the Standards of Withholding Rate for Various Incomes, and the NHI supplementary premium of the Republic of China (Taiwan).

3. One certificate and one trophy shall be awarded.

   For artists who cannot complete their creations due to personal reasons, the organizers reserve the right to cancel their entries and demand the return of their certificates, trophy, tool expenses, compensation, and all other related fees associated with the activity.
   

X Other Provisions

1. Submission of an application constitutes acceptance of all terms and conditions set forth in this Call for Entries.

2. In accordance with Article 14, Paragraph 2 of the Act on Recusal of Public Servants Due to Conflicts of Interest, applicants who are public servants or related parties as defined in Articles 2 and 3 of the Act shall submit the Disclosure Form for Public Servants and Related Parties (Prior Disclosure) at the time of application.

3. For the purposes of administrative operations, the Call for Entries, and exhibition-related activities, the organizers may collect, process, and use the personal information provided by applicants in accordance with the Personal Data Protection Act and other applicable laws and regulations.

4. The organizers reserve the right to determine the installation location of each artwork. Artists shall not raise any objection.

5. Any matters not covered in these Guidelines may be revised and announced by the organizers.
